Abstract
ENSO (El Niño-Southern Oscillation) affects the economy of the countries that experience its effects. This fact implies that novel approaches aimed at integrating environmental concerns into development policies, will have to be implemented in order to live together with climate variability, to bring in its positive effects, and to mitigate the negative consequences it exerts, by means of specific policies that have to be designed to that end. From a diagnosis on ENSO political and technoinstitutional aspects, an analytical framework which can make some progress in introducing ENSO into the fishing sector is outlined. On the basis of a description of the ENSO-effects on pelagic fisheries which took place during the El Niño 1997/98 in Northern Chile, a policy framework aimed at integrating effectively the ENSO signal into fisheries management is provided. In this context, this paper proposes the concept of fishing sectoral ENSO-policies which are supposed to play a key role in shaping the appropriate institutional setting.
