Abstract

The extent of the negative impacts provoked by a natural phenomenon such as El Niño-La Niña, highly depends on the prevention strategies and the response capacity before the emergency. One of the obstacles to the elaboration of prevention policies is the lack of enough feedback between the natural and the social sciences and of mutual knowledge of respective needs and possibilities. The United Nations, through its organizations and mechanisms, has called upon governments to incorporate strategies for the prevention of the effects of natural hazards in their sustainable development policies and to strengthen the joint work of meteorology, climatology, and, in general of natural sciences, with the economic sectors such as agriculture, fisheries, tourism and infrastructure. From the occurrence of El Niño 1997-1998, this trend has been consolidating and the World Conference on Science held in 1999 has, in turn, guided the scientific efforts towards human development and the quality of life, underscoring their role as a tool for a true sustainability. The United Nations leading work towards the reinforcement of collaboration between natural and social sciences and economic sectors in view of the impacts of recent natural hazards on the socio-economic welfare of Latin America and the Caribbean is described, and some courses of action towards the implementation of those guidelines at the national level are proposed.
