Abstract

Since 1961, the Intergovernmental Oceanographic Commission established the International Oceanographic Data and Information Exchange Program and since then it has facilitated and stimulated the oceanographic data and information exchange between participating member states. This initiative has been welcomed and actually, there are more than 80 countries members, nevertheless, the standardization of the storage formats, quality control and data management are not easy task due to the diversity of formats and to the close relationship with the technical and technological infrastructure of each country for the fulfillment of the commitments acquired with the program. From it the necessity arises to define of a national exchange policy based on the experience of National Oceanographic Data Centers by International Oceanographic Data and Information Exchange Program, so that, it eats and facilitates the continuous improvement process of knowledge exchange about coasts and seas. In this context, the present work contributes in the performance on the detected necessities of Colombian oceanographic data exchange, maximizing the understanding of the related processes, recommending the application of international standards to data storage and metadata, adapting a quality flags model, storage and proposing the basic architecture for the development of Web information systems integrated to Geographic Information System and focused towards the interoperability with regional networks.
